What is this balancing patch

It feels like the entire game just got turned upside down and literally nothing makes sense anymore. There's way too many things that are broken OP to ban, so they are all going to be open, there's going to be first time Tahm Kench jungles on your team, there's going to be tons of people that are new to the OP champs trying them out and failing and there's going to be tons of people good at those champs capitalizing on their extreme lack of balance.

Solo queue is reduced to confusion and a game of chance where you wager the bans you make are the right ones and the enemy team cannot effectively play the champions you have left open.

Please return the cinderhulk meta at least that one had structure and there was only like 4 truly OP picks to ban.
