It means that when you're silver 4 you can get matched against diamonds, from my experience
wtf i did all my 10 placements and i lost 6 games out of the 10 and it sayed 'you're placed in bronze 3 to climb this season' and i hitted plat 5 this year so wtf
They purposely make unbelivable matchups. I, as silver this season, play against diamond and with platinum.

Team compositions of 1, 2, 3, 4 and 5 people, which is the ranked queue that existed in Season 6; although, at the moment groups of 4 are currently disabled for whatever reason.
I've had games facing against plats and diamonds in this mode as a silver v. Not sure how it's fair at all tbh. I tend to do OKAY but the other silvers/bronze on my side end up feeding. I don't see how this will help with the ranking for the next season but whatever I suppose. I at least know I can hold my own against a diamond semi well.
Yes, what ever your MMR prior to placement matches influences your starting position in Season 7. If you rank up before pre-seasons placements, you have a chance of getting placed higher etc.
