Just because one Viktor put it in your butt, hardly means he is OP and needs rework attention.

specter4241 votesTo elaborate if I don't outrange Viktor I take 1k damage from his 2 second cooldown Q and 1k damage from his E. Not only this but I am now slowed so he can just keep spamming and keep up. If he is feeling adventurous and I am not yet dead after a Q and E he will press R and I will then be at 0 hp. He will proceed to kill the rest of my team just by moving the storm to them.
Higher cost on the upgrade really fixed the problem tho don't worry RIot.
