Taric jungle is somewhat viable all because of one thing. His point and click stun. Taking advantage of this rather annoying stun, he can set up tons of kills and get his teammates so fed you win without doing much. As for clear speeds, once you get your 3 basic abilities, it's pretty decent. I'd compare it to maybe Wukong jungle in terms of clear speed. Max e first, then w, then q. Buy lich bane and cinderhulk and become an impossible to kill bitch that will lock you down with numerous stuns that never end.
