Can you buff Rylai's and make it melee only?

Stop ranged mages from building this item and permanently kiting melee champions for the rest of the game.

I am talking Cassiopeia especially. This champion, for some reason got 0 nerf this patch, allowed to build Rylai's and then slow every single E. She is already impossible to kill when fed because of Seraph shield and her poisoned E's heal her but Rylai's is over the top. You never get to move your character again because her Q slows you for like 4 seconds too.

Malzahar too with Rylai's. Press E on an enemy champion, now they are slowed for 4 seconds, but oh wait I hit my Q on the enemy champion now they are slowed for 8 seconds.

Rylai's should be for melee champions only to help them keep close to targets. It should not be for ranged mages that sit there at 600-700 range and then get free out of jail card that will never be hit again. Ridiculous balancing.

This makes absolutely no sense. Which melee champions except Mordekaiser, Rumble, and Singed are even building Rylai's?

The big majority of champions who are going for it are ranged and they are the intended audience, as far as I know. People have to stop demanding that items become melee only.

Mages are meant to bring utility such as CC to a team. Cassiopeia is essentially an ADC who uses abilities instead of rightclicks. She’s gonna kite you.
