League isn't balanced, and that's ok
There are 130 champions in this game. In a solo lane, that means there are 8,385 different possible matchups to balance. This has always lead to a game of rock/paper/scissors in champion select as players try to counter opposing picks. On an equal skill level, which ranked should be, the guy who gets the counterpick is almost always going to come out ahead, either in kills or just CS if he's zoning properly.
Being toplane against someone like Quinn or Ryze can feel incredibly oppressive unless you get to counterpick against them. The only way riot could make these champions not oppressive would be to completely gut them, removing the problem from the game entirely. But you know what? It's completely fine.
Riot should just embrace the inherent imbalance of a game with 130 playable characters: make characters stronger, give items bigger effects, and make snowballing easier and faster for some of the weaker champions. You should be able to feel like you're doing something no matter how hard you get shut down.
If a game is only fun if you're winning, it's not a fun game to begin with.
