Why no Solo Queue?

The reasoning behind not bringing back Solo Queue seems to be that Riot realizes no Solo Queuer in their right mind would touch Dynamic Queue, thus instead of letting Dynamic Queue die to natural selection, we should just force unwilling solo queuers into Dynamic Queue.

I fail to see how Dynamic Queue is anything other than Normal games with meaningless rating attached to it, and it's even more mysterious how Dynamic Queue is supposed to be an adequate substitute for Solo Ranked
