honestly i don't dislike but I do think if she has a problem with being too strong it's because of this on-hit proc from Q

She would do no damage then.

There is no way to balance Irelia. If you remove anything from her kit like her resets the champion stops working properly. Her problem is not her numbers its her design.

Her fate is to be gutted into Azir tier.

I think her issue is that she needs to all in to trade, but her all in can obliterate almost anyone in lane. Yes, jax obliterates people too, but he needs at least sheen + phage + tiamat to one shot his opponent. Irelia needs... level 2.

Just increase the mana cost and make her Q scale with Bonus AD instead of Total AD.
