I feel like the most significant patch change isnt being talked about: Targeted Spells and Minions

>Champions with spammable targeted spells, like Pantheon and Cassiopeia, put opposing laners in an awkward position: fight back and draw minion aggro, or just take the punishment they hand out. Changing this mechanic will make those champions a lot more intuitive to play against, as well as easier to balance

How is this not being talked about more? This is a massive game changing change for a very large number of champions (including a nerf to everyones most hated spammer, Pantheon).

The list is quite extensive, and includes stuff like Akalis Q, and Kassadins Q.

On paper people might be happy, but this is really going to destroy some champions laning capability (Kassadin is going to be royally fucked as poking with Q was his only way of ever surviving the lane phase), and no one here is talking about it.
