Why was celestial body removed?
I didn't see a reason in patch notes (just said removed). I was just thinking how useful it would be at least to have that since Eye of Equinox / relic got that huge hp nerf.

· It was mathematically the worse rune of the whole system. · It was the less popular too. · The negative part felt bad, no other rune had a negative side effect. · Offered nothing exciting, just raw permanent stats active at all times. · It made no sense thematically, 100 health is only strong early game but you are gutted by -10% damage until min 10. · It obviously promoted passive gameplay, witch is bad.

I wouldn't mind if it granted % max HP after 10 mins instead of the removal of the damage debuff.
useless rune
I used it on 'Raka, since it made healing my lane partner less painful. She didn't need the damage, but the extra health was useful.
Even on champions who don't deal that much damage, having 10% less damage is a big drawback, as a single auto attack can change the course of a fight especially early game.
What I liked about it:
Gave tanks, the HP they needed to be aggressive in bot lane (now I feel a lot squishier with tank supports esp with the nerf on relic) Allowed tank champs that don't need the extra 5% to utilize the tanky potential of their lanning phase.
You state points that might reflect champions you use, but no every champion is built the same, and some can utilize a trait like celestial body for both passive and aggressive gameplay.
