do % max hp runes work with abilities that scale off of bonus health?
or do bonus hp abilities only get their values from the bonus health numbers?

I believe the bonus hp quint are considered to be bonus health as well and would apply to say Vladimirs passive but I'm not 100%

Kind of like Riven ult, 20% incrased total AD also counts as bonus AD.
