The power of top lane Soraka likely comes from a combination of her ult being influential and either people are not "attacking the source of the global" as LCS casters have like to talk about such things in the past or the value of doing so is too low due to Soraka being an ultra low econ champion.
Support Soraka would likely have a slightly higher win rate if the people who played her in that role maxed Q and weaved in more auto attacks through out the game, provided the players were good enough to avoid being punished for playing more aggressively. Changes to the champion that make doing these things more rewarding versus not would likely be a good thing in the long term.
