If someone has selected to be jungle and does not have smite, there should be a pop up when they hit ready asking if they are sure they do not want smite.

Similarly (but less important), it should ask people who are not jungle and have smite if they are sure they want it.

Their problem. The team shouldn't jump for joy at their new Nami they have been waiting on for 3 minutes and check if everyone has the right summoner spells. This is more up to the team than the game.

I'm assuming you posted this because you were in a teambuilder game where a teammate was jungling without smite because of their own fault. Just look at your summoners before you ready up, simple solution.

Or, you could pay attention to your own and your team's summoners and point out these things.

Better solution would be requiring people to reselect their summoner spells every time they switch champions in Team Builder. It's not just junglers getting screwed because they forgot to check them when trying to quickly change champions/roles, especially since now Team Builder defaults to the summoner spells of the last game you played.

I've done this myself once. Luckily I was Warwick so it didn't matter too much. Would certainly be nice now though, especially since you can't buy jungle items without smite. Though I think the notice should only be for the jungler.
