About the Experimental Blade of the Ruined King Changes

For those that have not seen, on PBE there is an experimental change (that is not intended for 10.4) to make item 3153 better on melee champions by increasing the on hit damage for them.

The problem with item 3153 on melee champions is that item 3091 is in most cases better. And for killing champions with meaningful durability, item 3124 is better for champions that lack armor pen or armor reduction in their kit (especially if their damage is naturally skewed towards physical damage - Shyvana is the only melee champion that would like it that whose natural damage has a heavy magic damage skew). And the only melee champion that really likes on hits and can get away with stacking 3 to 4 of them is MasterYi ( Tryndamere can get away with it, but crit builds are better for him right now).

And I will point out, the champions that like building item 3153 tend to not build item 3071. In part because many of them also like item 3078 better than item 3071 . The once champion that is likely to build both item 3153 & item 3071 is Nocturne , in particular top lane Nocturne which is his third most common role. If you look at the items built by top lane Irelia you may see she sometimes does build those items; however, she does not really build both in a match.

What makes item 3153 is good for on melee champions is the active in cases where it is enough to prevent ranged champions from kiting effectively.

If the goal is to make on hit melee champions better vs front line, it would be better to give them a hybrid % pen item that is more suited to them than the current version of item 3124 .

The issue with item 3124 for the melee champions that would like it is that it is too expensive. Not in the sense that the finished item is not good for the cost, but that it involves sinking too much gold into damage. And its damage requires you to either stack its passive before a fight or that you be durable enough to be able to live the extra time required for it to ramp up. For champions other than MasterYi , in the typical game by the time they get enough gold to finish item 3124 they will not be that durable.

Exactly how frequently the game plays out in a way that allows for building item 3124 without suffering too much for not building durability depends on the champion.

To make a % pen item for champions that do not like item 3071 but find item 3124 awkward to build (or do not like it) , it would need to be some combination of (when compared to item 3124 ) :

  • cheaper
  • include durability (most likely meaning health) in its build path
  • more value at the start of fights in exchange for less power in extended fights

Also making the item be primarily about getting % (hybrid) pen and not making it an on hit multiplier would make it a better generalist item. It would need to still be pretty heavy spec'd into damage stats (other than the %pen) in terms of what you are paying for or it would be abusive on tanks with high base damages.

Or better yet, can we stop pretending that fighters can be fixed by allowing them to fight tanks better, and help them deal with ranged cancer and assassins like Akali and Ekko who run circles around them while also out-point-and-clicking them to death?

Newsflash: nobody is playing tanks for like 2 years now.

There is already too much Both % damage in the game and % penetration. I dont agree with Adding more pen and I think that Penetration needs to go down. On the other hand you seem to not like front line tanks. Tanks need to not have % hp damage then riot guts the ad from Fighter item and Replaces it with Hp. Tanks need to have high flat damage with decent Scaling if they so choose to build scaling when they are ahead in a match up. High flat damage will always be relivant versus adcs and squishy champions and would RIGHTFULLY SO fall off versus fighters. Assassins have the option to use fighter items that make them really tanky and mages have tons of ap items with hp that makes them unduely tanky both of those need changes.
