My champion select timer is sometimes way off

Often times when I get into champ select, the timer that displays how long I have left to pick or ban a champion is not accurate. I have less time than it says I do. It has caused me to dodge a few times today and plenty more times in the last week.

Like just now it said I had 6 seconds left to lock in my pick and suddenly I was back in the assemble your party screen with a 30 minute timer.

I'm not sure what the reason behind this is. I have a wired connection and never have internet issues, and a decent gaming computer.

Sometimes I'm able to wait until the last second and the clock is perfectly accurate, but I guess I can't take my chances until this is fixed. I just have to pick a lot sooner.

Still, this needs fixed.

PS I've been told losing LP from dodging doesn't cause MMR to go down. I'm assuming this is true but can someone confirm this for me?
