Can't ban Pyke?

So it's a few days after Pyke's release and everyone is instalocking Pyke jg, not knowing how to play the champ and not knowing that he has slow clear and bad sustain in jg. Since he's a freshly released champ everyone wants to play him and if they don't get the champ they either dodge or troll, even though riot knows the shit fest that happens in ranked the week a champ is released and they just decide to not do anything. Point being that I want to ban the champion because I don't want him in my team or the enemy, but I cant because he's just not in the banning screen for some reason? Does this happen to someone else, and is this a bug or did they disable banning that champ?
