So, sorry if I missed something, but why doesn't his 4th auto make a sound when it's triggered like the original skin?

I just checked this out in game, and there's definitely a sound for when he's got his 4th auto attack prepped! It fades in and out a tad, which is intended, but it's still audible for me. If you're not hearing it at all, lemme know! :)
