How Riot handle smurfer/booster

For all we know smurfer/boosted don't really care about climbing tiers with their smurf account if they're trying to stay where they're at to keep helping low elo get to a certain tier they don't belong in.

So basically I've been playing on this smurf account and I decided to play with some Bronze. Basically its kinda boosting but its not because I don't know how to boost ok. I don't even know how to hard carry to win game. My mmr was just above average and these bronze friend. So when you win game, you only earn about 10 LP at the most if Riot think you're boosting other players out of their elo.

The player you boost will earn their full 15 to 20+ LP except you if you're smurfing.
