Question for New Mordekaiser Q

I have the following questions regarding the ability:

1. does this still deal the traditional projectile damage toward nearby enemies? or is it a new ability that only does empowered strikes on target hit?

2. does it multiply with crits?

3. does it multiply onhit effects or just the base attack value?
