I like how you want the most braindead part of her kit (the W) buffed and all the skill expression parts of her kit (Q, E) nerfed. Historically Ahri has been the biggest problem when her W is strong.

Lower damage ratios on most of her kit than over half the mages in game, including LB, who does all the same things Ahri does faster, better, and far more explosively.
completely skillshot and placement oriented in addition to lacking damage, making that damage more difficult to effectively use in a consistent way.
True damage and heal on Q is about the only way to last against anyone who builds even a sliver of MR. (Translation: Any mid laner that builds or will make Ahri 300% obsolete if true damage on Q is removed, and basically any tank ever will never die by her merits.)
Most of your rage can be amended (and most of that winrate balanced) just by giving her the Rakan treatment (slowing her dash speed instead of fiddling with ratios)

Or just revert the Charm buff that made it 1.4s base, that way she returns to the 49-51% she was before then. What you're asking for is overcompensating for a minor overbuff, and ruins the kit's viability when she's just a solo queue noob stomper.

Exactly. Nobody asked for that buff except for skin sales, and Riot should be listening to their playerbase instead of skins.

Ahri players asked for buffs, because she was unplayable before. Sure, we had Q movespeed, but we did no damage. So they removed the Q movepseed, and we got a little damage thanks to the charm amp. Ahri's damage is still lower than Zoe, LeBlanc or Syndra. I don't think many think she's OP either.
