What if Runaan's Hurricane made the main attack do less damage?
Given that the entire point of the item is AoE damage and spreading on hit effects, I think that's not a bad change to the item.

Why would ADCs buy an item that reduces their main source of damage?
A better alternative would be probably reducing it to 1 extra bolt instead of 2.
