An improvement of junglers' health and mana regen system

I have an idea about Hunter's Machete and Hunter's Talisman, and their whole health / mana regen system.

Current Hunter's Machete :
- 10% Life Steal vs Monsters Unique Passive - Nail : Basic attacks deal 25 bonus damage on hit vs monsters. Killing monsters grant special bonus experience
My idea :
- No Life Steal Unique passive - Fighter's rest : restore 10% of physical damage dealt to monsters as health and 5% as mana. Unique Passive - Nail : Basic attacks deal 25 bonus damage on hit vs monsters. Killing monsters grant special bonus experience (unchanged).

Current Hunter's Talisman :
- 150% Base Mana Regen while in jungle Unique Passive - Tooth : Damaging a monster with a spell or attack steals 25 health over 5 seconds. Killing monsters grant special bonus experience.
My idea :
- No Bonus Mana Regen Unique passive - Mage's rest : restore 10% of magic damage dealt to monsters as health and 5% as mana. Unique Passive - Tooth : Damaging a monster with a spell deals 40 damage over 5 seconds. Killing monsters grant special bonus experience.

Current :
- 10% Life Steal vs Monsters
- 180% Base Mana Regen while in jungle Unique Passive - Tooth / Nail : Basic attacks deal 25 bonus damage vs monsters. Damaging a monster with a spell or attack steals 30 health over 5 seconds. Killing monsters grant special bonus experience.
My idea :
- No Life Steal
- No Bonus Mana Regen Unique Passive - Jungler's rest : restore 10% of total damage dealt to monsters as health and 5% as mana. Unique Passive - Tooth / Nail : Basic attacks deal 25 bonus damage vs monsters. Damaging a monster with a spell deals 40 damage over 5 seconds.
If you remember season 4 you'll see that this idea comes from the "Butcher" passive from the Spirit Stone.
ANTICIPATED Q&A :
=> Why the 25 -> 40 damage per 5 seconds buff ?
Because it is no longer a steal of health, but just damage, so a little buff doesn't seem too exagerated :
- Example : a level 1 jungler with 0.7 attack speed would get 25 (on-hit bonus damage) x 0,7 (attack speed) = 17,5 bonus damage per second (on one target) from a Machete, while he would get 8 bonus damage per second (on every monster he would have hit with a spell) from a Talisman.
=> Why ?

The current system (10% lifesteal and 30 health steal over 5 seconds) is very bad for ap junglers, even for tanks sometimes. With my idea, when a jungler (no matter his characteristics) would kill a camp, he would regen exactly 10% of the camp's health, and nothing else. It wouldn't matter if his dps is based on auto attacks or not.

As a jungle main I must say I am not satisfied with the jungle starters, in some cases i find having to choose between dps and mana regen to be pretty annoying

Jungler would depend a bit less on blue and midlaners would be happy

It would allow junglers to not buy an enchantment or even a smite upgrade, because the health and mana regen would already be provided by their starting item. League is a game where you must be able to choose what to build, and although the enchantment and smite upgrade system is great, some champions are just not intersted in warrior, bloodrazor, cinderhulk and runic echoes, and if they can just build a Machete or a Talisman and then be free to buy whatever they want, then it's all for the best !
