What if cs was based on gold, not on takedowns ?

Simple idea : you get 1 point of creep score for every 20 gold you earned from farming minions or camps. This gives a true apreciation of the gold earned not only by laners (if you miss a lot of catapults for example), but also junglers : it would make more sense, because gromp gives 1 cs worth 86 gold and krugs give 10 cs with a total worth of 120 gold.

There are pros and cons to this.

The pros are: What you mentioned basically. It's more obvious how much gold each player has collected. Not only would this help lower elo players better appreciate how important CS is, it also helps players identify if they're actually even with someone or ahead/behind before choosing to fight them.

The cons: Currently the CS system makes it pretty obvious where the enemy jungler has cleared when they show themselves for their first gank. It allows some counter play (especially at higher elo play) when a jungler fails an early gank (high risk to go with the high reward). Some may argue that whether you miss a last hit on a cannon or a caster is irrelevant to last hitting skill. It DOES matter gold-wise, but your percent efficiency it doesn't effect. For players simply trying to improve at last hitting all around, the current metric is better.

I see no reason not to have both available though, each player could toggle it.
