How to reduce snowballing

Dramatically reduce experience gained on killing a champ. Done.

Currently, the experience advantage is largely what snowballs a solo lane. The winning player gets free damage and free tank, in addition to the gold they earned for the kill. The additional tank is by far the biggest issue here; due to cs, it's possible to be even in gold (or at least not that far behind) while still having a level disadvantage. If you're a mid lane mage, having to burst through another 100 or 200 health in the midgame is a big deal, when your abilities are tuned for fighting a similarly leveled foe. Once your opponent creates a 2 level disparity, there's pretty much nothing you can do. You will be zoned away from cs and experience, or you will die; if you try to fight, they will escape with a tiny sliver of health 100% of the time.
