As I recall this used to be an option and/or has been requested for years. Along with he troll ability to pop up a surrender windiow in your face like a jackass right before a teamfight.

Since the last time a Riot employee had to play in a game where you are powerless against an onslaught of random and constant and pinging and surrendering, is never, they just listen to their beta drones and don't see it as a problem.
