Tank/Bruiser balance suggestion

Currently in my opinion the line between Tank in Bruiser is nonexistent because of how much Damage can still output versus bruisers, take for example Darius and poppy, their damage output is pretty respectable and they can be both played as pretty good tanks. My suggestion to differentiate the two would be adding %dmg reduction on tank items, this would sacrifice damage for increase tank stats. True bruisers would continue to build damage/health, however they would not provide the same effectiveness versus ad/ap carries as a true tank.

What would stop bruisers from building this %dmg reduction items?

applying it to items is not going to solve the issue since say you add 10% physical damage reduction to Frozen heart which is not an uncommon item for her to get and getting 10% physical damage reduction.

You would have to take some of the damage from a tanks kit and change it to some kind of damage reduction if you are not wanting fighters to get it as well.

The other issue is that the line between juggernaut and tank is sometimes really hard to draw. Is Nasus a Juggernaut or a tank? Same story can be asked of say Volibear, Singed, Sion among others.
