How to buff Garen's ult:

lvl 3 ulti cd reduced/refreshed on kill

He doesn't really need a buff to his ult though...

or have it actually scale... or make it physical damage... or give him magic pen somewhere in his kit...

his ult should do proportional true damage : magic damage increasing with level

lvl 1 ult: 25:75 lvl 2 ult: 50:50 lvl 3 ult: 75:25

It does nothing once people have their single defensive-item lategame
