Is that games are so fucking snowbally that the game is already decided and the surrendering team unanimously thinks the game is impossible to win by 15 god damn minutes.

Riot had been against earlier surrender times for a while, and they implemented it. I would take this as Riot acknowledging the issue.

If the team's skill is not sufficient, then of course surrender@15 is applicable.
