Seriously every fucking time he just gets nerfed despite not being remotely overpowered. Why is he losing the extra damage vs minions and monsters? This makes playing him in the jungle virtually impossible and he can't last hit under tower which is what he does in 90% of matchups. Please stop the Shen nerfs his play is incredibly telegraphed and easy to counter... PLEASE STOP RITO
I don't get why they can't just let him be a pro play champion. He's definitely a teamwork oriented champion. If his ult is really so bad you need to make it easier for the enemy top laner to stop him from teleporting.
But anyway, these nerfs have some buffs in them. Base magic on Q and wider E, also less energy for E. He's a better duelist/tank, if he handle laning phase.

The 4 most recent patches had no direct Shen changes whatsoever, lets just check his patch history instead, so we don't waste too much time because of a dumb boards post.
The last changes to Shen were in patch 6.23 which went live last year November 22nd, there are more than 4 full months in between:

They are PBE changes, chill. Shen hasn't been featured in several patches.
Shens ult is insanely good, on top of the fact hes got a pretty dominant laning phase (most champs can't out-trade him pre-6 when they should be able to with their strong early games, IE Darius, Renekton, Riven, Kled, Jax)
