Is it in any way possible to do this without getting banned or otherwise? I know there was a program for it once but I don't know if there is one still

It was never officially allowed, and Riot sorta recently updated their policy, pretty much killing off any hope for custom content in the game.

Which is incredibly stupid, annoying and completely devoid of reason, but what can you do...
