Smurfs ruining gameplay for lower elos

So in one of my games before I reached my promos to Silver 4 I had an encounter with a Riven as soon as the game started he got first blood on my top laner which then he roamed and killed me due to a mistake which I learned from never approach a fed riven alone as a squishy . So time went by and one after another my teammates died to this Riven I figured quickly after watching this person play he was a smurf, they won the game due to him because their team was feeding but he got then out of that losing hole. The problem I have I have with this is why doesnt he play at his own elo? Yes, hes very good and should go against people with his own skill not people still trying to learn things and climb elo. Anyone have thoughts on this to agree or disagree?

I forgot to mention at the end of the game he linked his twitch.tv and he was infact a smurf with the title of "smurfing in lower elos"

You said it yourself, you learned something from that game

Smurfs are too hard to punish. You have no way of proving who's a smurf and who isn't. And it's not worth their time either. You're not going to stay in silver because of smurfs, trust me. Instead of focusing on them why not focus on the other games?
