How to get stealth ward

I notice that when the enemy is level 3 or 4 sometimes it seems like they have stealth wards as they can see me when I try to gank though it appears there is no ward there. There is no way they can complete the 500 gold mission with by level 3 or 4 right? Is there any items that give stealth ward earlier? Is it a consumable item?

item 3301 line. when upgrades to lvl 2 and 3 they become stealth ward items. item 3096 has 3 chrages and item 3069 has 4 charges. the money coins they drop i believe give progress to the 500 quest.

item 3340 is a stealth ward too, just like the ones provided by supports item line... i dont understant what you're saying.
