Fix tower's interactions with enemy champs?

Over the past few last months of the season I've been encountering more tower diving then usual, i dont know if theres something in the water making people aggro and make them attracted to my mid tower, but I believe close to mid game tower diving is a bit out of hand. There are time where I have seen and encountered champs with less than 100 armor and slight above average health, tower dive and leave clean without any risk to it. I understand that as the laneing phase ends the tower dives are more common and are expected, but in early game its pretty frustrating. There are many time where I can stay there and see my turret completely ignore the enemy mid laner for a good amount of time while it focuses on the 3 minions throwing their red ketchup spells at it and practically "let" me die under it. Im not here to rant or bitch about it as its a norm now, but my proposed solution was a "timer" for how long an enemy can be under your turret dealing damage to you even with minions under it. Not saying that tower dives will be impossible, but It would still allow for a tower dive but have a lot more risk to it. This fix wouldn't fix the idea that they are objectives, but for the laning phase aspect, it would make it a little more safer so you can feel safe under the 20 foot powerful turret. I dont know why but if the tower is defensive it would be more logical to, i dont know, attack the 5"11 champ under it. Veigar Evelynn Lissandra

Once an enemy deals damage to you, tower aggro will switch to them for the next shot unless it's already on a champion.

Just make "untargettable" different from "invulnerable", so that some champions can't dodge tower shots, even if the tower already shot them if you know what I mean
