Vel'Koz slight buff needed.

I recently started playing as Vel'Koz for at least 10 games. At first i thought he was visually amazing and cool(possibly one the best designs). But then i got into combat and found my self, CONSTANTLY at a stalemate with whoever i fought when i was under lvl 6. And after that, his usefulness crash landed. His attacks dont deal any kills or combo kills. Even at around 200+ AP people were still able to walk away with at least 30% of health after his Ult which also has a bug, i aimed it at a champ but it some how missed despite being on the champ. I think his R needs compleate damage and speed buff. His E is useless in my eyes and should either, 1. be replaced or 2. have the ability be a larger area affect. His W need to be larger or hit harder, its probably the easiest ability to dodge in the whole game. His Q is pretty good, i think there should be an extention to it, when it hits, there should be a third projectile going straight, extending the range. I didnt want to ramble on but to shorten it, his abilities need to have some form killing power in a combo, and some need to be re written. Vel'koz has the most potential to rise in the ranks of one of the best mages, if find him to be an excuse to get a cool design out for the game and half ass his abilites, as i feel like he hasnt had enough attention by Riot. Idk if you guys feel the same way, but if you have some ideas id like to hear them.
