I'm hoping they increase the cost of armor pen
To help keep tanks relevant. Items such as last whisper are way too cheap as it is.

Agreed. Hard countering tanks is way too cheap in this game.
Health is the hard counter to armor pen and health is actually fairly cost efficient.
The problem for tanks isn't that armor pen is too cost efficient, it's that armor was made nearly too cost inefficient and health buffs to counter this have been few and far between.
