I noticed yesterday when playing 
that her Q's tooltip now accurately states that she only benefits from her Pow-Pow stacks on the first attack when switched to Fishbones. I assume this goes with the changes to her attack speed scaling but yet the correction was undocumented. Am I wrong on this or was it not placed in the patch notes.
P.S. I'm not saying buff Jinx, just keep these changes documented at least.
As far as I know, Fishbones has always only ever benefited from the Pow Pow buff for the first attack...so it's not an undocumented nerf, it's just how it's pretty much always been. I'm not 100% on whether or not the tooltip has always reflected this, but fixing the tooltip isn't giving her an undocumented nerf. I don't see anything in her patch history about her tooltip being corrected, and I've personally never noticed it not being correct before (mostly because I don't really look at tool tips other than to look at damage/ratios). Considering it's been working this way for a long, long while, though, I'm thinking maybe you just didn't notice it before? Either way, not an undocumented nerf.
Fishbones' interaction with Pow Pow's attack speed has always worked that way. All they did was add it to the tooltip for clarity.
It has always been to choose between Pow pow's atack speed of Fishbones' range and damage, that's...Kind of the whole point.
