problem with that though is that kind of itemization doesnt work so well for solo q. Building like that is way more team oriented and in soloq can backfire a lot. Instead of sightstone you could have gotten stats that will actually help more in fights. It works in competitive play because snowballing is way less common. If you build like that and someone on the enemy team comes out of laning phase 10/1, you're going to melt with your sightstone.

As for people that go Devourer and don't gank, that just means they are bad. Sure there are still champs like WW that cant gank until level 6 really but going devourer doesnt mean you cant gank at all until sated is done. Shyv for example does so much damage that if a lane has CC, you can still gank even when going devourer and get a stack for doing so. Only people who dont know better dont gank
