Why do we need this? A statement isn't exactly enough of an argument mate.
Are you talking about losing LP based on how well you did? Meaning Draven would lose more LP than you? If so, I sort of agree with you.
People get better by focusing on actually doing well, not just focusing on whether or not they win. I feel like a system which rewards (or in this case, lessens the loss) players who keep on trying even though they perceive the game to be lost could very much be an improvement. Especially in the lower ELOs, where people usually decide whether or not the game is winnable when they can ff, this would be a great incentive to keep going. It would lessen the blow of AFKs, feeders, or people just generally not playing the game as well as they could. I 100% agree that people who try their hardest should not be punished as hard as people who don't.
The problem with this is that it's very subjective. How do you actually calculate merit objectively? Just looking at the match history, it may not be Draven's fault for feeding so hard. He may have been holding lane really well, and Vlad may have let Azir roam unchecked and decided to play farmville instead of help botside, thus forcing Draven and Sion to 2v3. You, as Fiora, may have been facing an inexperienced Yasuo and thus your "merit" is attributed instead to your opponents weakness.
We could, possibly, start with some minor algorithms to see if something like this is possible. I would like to see Riot test something that punishes players less harshly for taking towers, establishing vision, keeping their towers, getting CS, etc. Things that prove that you're still TRYING. Things that, had the game gone a different way, would bring the team closer to victory.
I highly doubt that what I think you want would be an effective system, though. In your game, based on those statistics, you may be right that Draven was feeding. You may also be wrong, though, and Draven may have honestly been trying his best. He may have just not been on the same page as you guys, and thus would go in when the rest of you wanted to play safe. He may have been making plays that would have been effective, had he had a team that knew his style of play.
I like the idea a lot, as it encourages playing well even though you're losing. It would take a lot of work though, I think, to actually make an efficient system that also satisfies players.
