All bots aren't available in custom games?

When i get titled to death, or just want to play a quick game without giving a fuck, i often go into custom game and place myself in a 1v5 situation. i'm weird like that yeah. However i do remember one day falling upon a jhin bot in co-op Vs A.I, it was when i was playing with a friend who had just started the game.

And so this brings me to da point, why aren't all bots available in custom games? Since they are coded in, could we maybe have them there as well? Dunno how much work it would take, but if it could be possible to beat up on all of them, then that would expand the fun I think.
