Cloud Cloud's movement speed was powerful, but not all that exciting. We're moving the speed boost to Cloud's Elemental Rift (where we can support it with visuals) and adding a different kind of haste to Cloud's buff. CLOUDBRINGER'S GRACE+3/4.5/6% bonus movement speed (tripled while out of combat) ⇒ 10/20/30/40% ultimate CDR, ignoring the CDR cap

Whats to stop people like lux and leona from grabbing 40% and ultimate hunter and spamming URF levels of ults non stop if they so much as get 1 wind drake?

Don't let the enemy team stack cloud drakes if they have champs that have strong ults.

Ultimate Hunter + Cosmic Insight + 4 Cloud Drakes = 98.75 ult CDR

The cooldown of Lux's ult at max rank will be half a second.

40% CDR from max cloud drakes + 40% CDR normally +15% from ult hunter +5% from cosmic insight +10% from Transcendence +1%-10% from offense side branch that is a full 120% CDR on ult. looks like urf indirectly came back.

Why are you guys making this exclusive to Lux. Other champions can do the exact same thing with maybe like a 3 second difference when you do the math.

Out of curiosity what would the cd be of lux r be on urf with ult hunter and 4 clouds?

To get four the one team would need to get the first two dragons and then the other would need to get four before the first get two more.

I would be more concerned over the power difference between some champs even in cases involving one or two cloud.
