The notes say "Xin could use some love after the Scuttler changes decreased his early game power value so we're helping out."
What changes to scuttler are the patch notes referring to?
I looked through the notes for the past few patches, and the rest of the 9.19 notes, but don't see anything about scuttler changes other than the teemo change (scuttle not triggering shrooms).
The only thing i can think of is when they pushed scuttle spawn timer to be a bit later.
Most likely the delayed spawn timer. Early dueling power became less important because of that.
When they delayed the scuttle spawn timer a lot of the brawler like champions got impacted by it because they have a priority on you know, fighting
but now there's not really that early push for scuttle, you usually just get mirrored for whichever you go to
Xin's pickrate took a massive dip after the scuttle timer was delayed.
Xin has one of the biggest early game longswords. His longsword is in full swing at 2 minutes in, perfect time to insert his dominance into the enemy jungler at scuttle. Sadly scuttle spawns later now so by the time it does spawn his longsword is a dagger.
