Riot neglecting non pro players

So can anyone explain to me why riot tells us to go on the boards so they can see what the community wants, but then they never do anything with it? like does something that is 3 most liked on the boards not important? like the balance team, a person posted about how we need to get a new balance team, cause its blatently obvious theyre not doing there job, 30/120 champions are actually usable the rest get shat on by them. Ppl have been complaining about juggernauts and new champs yet no changes. mord was the only adjustment and he was even a bad one in my opinion, he had no cc or true self speed up. Then you have garen, with a passive that make him untradable, he heals all his health in 15 sec... like really and wtf does his q do 5 millon things, it silences, speeds him up, increase dmg, works on towers, then you have his w with the passive that should replace his regular passive, the armor and mr on cs, wtf.... really. As well as the massive defense active his w give, hes already too strong and tanky. His e,... what the actual heck, you gave t crit... why. you made it spin more... why it does like 700 dmg and you can speeed it up with q... you need to fire your balance team sorry its rediculous.
