Can't use Practice Tool while on Queue Dodge Timer

Just wanted to see if this was intentional or not. You can play standard custom games as normal, and even in your status bar it says "Creating Custom Game". Practice Tool (obviously) doesn't even use matchmaking at all, so I'm not sure why the client would exclude me from this.
