Why nerf Irelia?
Literally no nerf you can make to Irelia would work because 1. Tri Force is what makes her strong, and if you nerf her, and then nerf tri force later on, you almost Olaf her. The problem isnt cd's or damage. Its the fact you released the champ years ago, with an overloaded kit thats almost impossible to deal with. The only way to balance Irelia is to rework her
