Okay so I understand the "hate" as it were, about the way her W Silver Bolts Works, however remember a few things, it takes 3 auto attacks or 2 plus an E to Proc, technically speaking it does waaaaay more damage to Tanks by dealing the HP% instead of to squishies, example: 140 to someone with 1K HP vs 360 to 3K HP (just an example no actual math here just random numbers tbh) in true damage. However the hits overall still hurt the squishy more because well Squishy, but you know the AA's are probably hitting you for more the proc is just icing on the cake, against the tank which is what it was built for that's a ton of damage real quick for landing 3 AA's which probably tickled him until the 3rd.

However if you were to change it to a straight amount of Physical damage it would be a god awful nerf, because lets be honest you just build more Armor and negate the damage to hell and again 3 AA's, change it to magic and the same thing just with MR, and if you make it flat amount of True damage it becomes a squishy melter.

Make it a flat percent HP Phys against tanks won't care nearly as much because again Armor, Magic damage again MR, True Damage well it still balances out as it stand now.

Based on this there is no real way to re-balance it unless you make it more like where it just flat deals a %HP on proc or like Koggers W.

However in the end this would be a major change to her kit and would take away a bit from her kit in the end and away from the feel of her being an ASSASSIN Marksman. No she isnt an Assassin mainly but she is an Assassin, hence her R making her Q turn her invis, her passive making it easier to hunt you down, so on and so forth, her W allows her to hit hard against anyone.
