There needs to be a good way to buff champions in the Jungle without buffing them in toplane

The last patch caused a lot of changes in the jungle. I believe, and I'm thankful, that a variety of new champions are viable. But since Riot has started buffing these jungle intended champions many of them have become problematic toplane, Maokai and Hecarim being two examples. Zac was also was buffed last patch and, according several statistics sites, has been seeing a lot more success top then in the jungle. While Maokai was nerfed(and I personally do not find Hecarim top to be that obnoxious) this trend makes it problematic to continue adding champions to the pool of viable junglers as they'll end up being cancer toplane.

I think that what they did with Volibear should be a precedent to future changes intended to make jungle champions more viable. His w getting a cooldown cut against monsters made his winrate in the jungle increase significantly, while not affecting his toplane winrate. More champions that riot wants to see jungling should get changes like these that add specific affects to their abilities against monsters and increase their clear speeds(especially early).

Hecarim's buffs to help him in the jungle weren't really what made him viable as a top laner as he was very suited for the role, but they did help him nonetheless. I feel you on Maokai though, he's a pain in the ass to lane against. And even if you win lane and he has half your farm, he is more than relevant in the teamfight. I like what they did to Volibear as well. Making changes specific to the Jungle makes for a way to buff "Junglers" without affecting their lane power. In a perfect world, I see many champions if not all of them having special interactions with the jungle. One I would like to see is Shen's E to affect Jungle monsters or even just large ones (Btw, Shen jungle isn't that bad right now, especially since your ult won't be interrupted).
