Blue Essence not being rewarded postgame anymore?

So I had been wondering why I was at a mere 2k BE for the last couple of weeks, and why my increase had been so slow. I decided to look a little harder, and I saw that we don't get any BE post game. How exactly are we supposed to get champions at even a half decent rate other than buying them with RP? Can't tell me "champion capsules;" you get repeats of champions and/or ones that you aren't even trying to buy. Plus, how can you use the shards with the ~~nonexistant ~~ little BE income you have?
