Hecarim was kinda weak at the beginning of the season, they gave him some minor buffs that made him faster which is... Nice? I mean, I love going fast, but it's not much.
Now all of his core items have been repeatably nerfed. The removal of boot enchants also hit him REALLY hard.
He's been doing really badly recently and I'd really appreciate some minor buffs to help him catch up.
hecarim arnt that weak dont over-exaggerate.
Hecarim top was a potent thing for quite a while and only recently letf due to carry laners dying out for more tank focused ones. while hecarim does do alot of damage its not really enough to kill a tank due to it having no pen (now that i think about it why dont we buy 
on hecarim... that seems pretty effective with his q..)
once the tanks disappear a bit and we get more carry laners he will start being picked once again.
It's not that he's weak, it's just that several champs are stupid OP right now.
