She can yes, but she runs into the same problem that Naut top does, she eats through her mana like a fat kid in a cookie store. Her damage is also too low to reliably bully a lane opponent, if you have an assassin jungler it should be fine, but otherwise there are better tanky top laners too use due to them having better laning phases, sustain, ect.

TL;DR:It works but not recomended unless you have an assassin jungler, but there are still better choices.

Sej support is ok against squishy supports but against another tank she will get trashed. Tanks that are meant to be supports will have the cc Sej has but with higher base damages allowing them to do more damage while building full tank. Also they can give something to the ADC like Braum or Thresh.
