How Conqueror should be

In my opinion the new keystone conquor is too much of an all over the place deal.Its goal is to be used by bruisers but in truth currently it can be abused by any meleey champ with great succsses .So in order to get it inline and make it cater to bruisers i propouse the following changes.

1. First (and biggest) make it give dual % pentrations not true damage it needs to be able to be outscaled by tanks in the late game when they have too much armor/mr for it to matter. (cuz in the late game they re not your main focus anyway).Also dual pen is used maily to counter armor mr stacking and is less ussefull vs adcs and mid laners who dont have that much armor/mr anyway. 2.Second Make the dmg be on hit so crit scaling champs like tryn yasuo cant abuse it that much ,but also a bit higher than 35 so its appeling to them anyway. 3.Third (and last) make it take effect after a set number of auto attacks VS CHAMPS so its not that appeling to tanks and meeley ad casters who dont have any way to proc it fast like most bruisers who have either and as Steroud or a auto atack reset in their kit.
